Brother of actress Florence Halop (NIGHT COURT). Original member of the Dead End Kids, Billy took charge of the gang when it moved to Universal Studios as the Dead End Kids/Little Tough Guys in 1940 (while Monogram signed the franchise for the competing East Side Kids, led by Leo Gorcey). He left the series for the military, was unable to achieve a notable film career afterwards, and became a character actor. While nursing his wife's multiple sclerosis, Halop earned a degree as an RN and worked at St. John's Hospital in Malibu, CA. In the early 1970s, he became a recurring player on ALL IN THE FAMILY as Mr. Munson (aka Munson's Cab). He died from alcoholism in 1976.
